Justin L. Dyer serves as the Director of the Hillsboro City Library. He holds a Master of Science in Library Science from the University of North Texas and brings nearly a decade of experience in public libraries.
A graduate of the 2024 TALL Texan Leadership Institute, Dyer is the Past-Chair of the Texas Library Association’s Small Community Libraries Round Table. Outside of his professional role, he is involved in his community as the President of the Hillsboro Lion’s Club and Secretary of Leadership Greater Hillsboro.
In his spare time, Dyer enjoys reading and exploring state parks with his family.
Justin is a public library director with nearly a decade of experience in public libraries. He has held roles ranging from circulation clerk and youth services librarian to assistant director, and now leads his organization. Justin holds a Master of Science in Library Science from the University of North Texas and is an active member of the Texas Library Association, where he has served on roundtables, task forces, and committees. He is also a graduate of TLA’s TALL Texan Leadership Institute.
Justin is passionate about fostering lifelong learning through public libraries, supporting literacy and community engagement, and advancing library services through leadership, programming, and grant-driven initiatives. He models this commitment to community both professionally and personally, serving on local boards, commissions, and organizations, including his local Lions Club.
In addition to his professional work, Justin writes about public librarianship, leadership, literacy, and personal growth. His writing explores how reading and reflection inform the way we live, lead, and engage with our communities.
Outside of work, Justin enjoys reading, writing, cooking, and spending time outdoors with his family, often exploring Texas State Parks through camping, hiking, fishing, and kayaking.

Lead library operations, manage staff, oversee budget, and drive community engagement. Seek and manage grant funds. Develop and guide library policy, vision, and mission according to long range plan initiatives. Develop programs, engage with stakeholders, and make public presentations. Design and lead staff training.
Assistant Library Director, Hillsboro City Library: January 2022 to May 2024
As Assistant Library Director, I managed the library's technology and building operations. Write and manage grants. Perform collection management. Developed and maintained the library's website. Prepared bank deposits. Interview and hire new staff. Gained experince in writing library policy and performing staff training. Gathered and prepared reports for board meetings. Make public presentation on library programming. Developed telehealth program.
Youth Services Librarian, Hillsboro City Library: December 2017 to December 2022
Managed the library's children's and teen programming. I performed storytimes, implemented Family Place Early Literacy Initiative. Started 1000 Books Before Kindergarten Program. Launched hotspot lending, program, and acquired wireless printing technologies for library. Launched and managed StoryWalk at Hillsboro City Park.
Circulation Clerk, Hillsboro City Library: June, 2017 to December 2017
Worked circulation desk, assisted patrons with technology needs, sheleved books, started adult computer classes.
